The Victor Planning Board recently convened to evaluate several significant community projects, including a solar farm, a new subdivision plan, and expansions at Eastview Mall and Walmart. During their meeting, the board approved minor modifications for a small project while laying the groundwork for larger developments that promise to enhance the area’s infrastructure and sustainability initiatives. This article will delve into the details of these plans and their implications for the Victor community.

Victor Planning Board’s Recent Approvals

At the latest meeting held on August 30, 2025, the Victor Planning Board took action on multiple proposals aimed at improving local development. Among these was a site plan modification approved without objection, allowing Thomas Tria to build an 8-foot by 4-foot duck coop and install a 200-foot fence at his property on Fisher Road. Since this parcel is located within a limited development district, it required thorough review; however, no concerns were raised during public hearings.

New Subdivision Proposal: Cheshire Ridge

The board also accepted the sketch plan application for Cheshire Ridge as complete. This proposal aims to create two new single-family lots spanning 0.74 acres within the Cobblestone Creek subdivision. Although board members identified an issue with nearby landscaping encroaching into one of the proposed lots, they concurred that the submission met all necessary requirements for further review.

Continued Review of Norbut Solar Farm

A significant portion of the meeting was dedicated to discussing the Norbut Solar Farm project—a planned facility generating 4.4 MW across nearly 35 acres off Main Street Fishers. Under review since 2024, this substantial solar initiative reflects ongoing efforts to promote renewable energy in Victor.

The planning board formally recommended that Town Board approve the project’s decommissioning plan as part of compliance with local codes governing large-scale solar systems. Additionally, they declared themselves as lead agency responsible for conducting an environmental review under New York State’s Environmental Quality Review Act (SEQRA). Detailed analyses regarding potential environmental impacts initiated during this session are crucial steps toward securing final site plan approval.

Environmental Review Findings

Consultants and legal advisors informed members that no moderate or large impacts from the proposed solar farm had been identified thus far; consequently, a negative declaration may be issued in subsequent meetings. This determination is essential before any final approvals can be granted.

Commercial Developments Under Consideration

The planning board also reviewed various commercial applications but opted against making final decisions during this session:

  • Walmart Expansion: A proposal seeks to add a 1,974-square-foot expansion to Walmart’s online pickup operations at 441 Commerce Drive. This addition aims to increase available pickup spots from eight to twenty-four.
  • Chick-fil-A Restaurant: A new Chick-fil-A location is proposed on Eastview Mall Drive—a sizable restaurant featuring double drive-thru lanes and an outdoor patio across approximately 1.96 acres at the mall’s southeast corner.
  • Bell Atlantic Installation: The installation of a decorative antenna pole with top-mounted cantenna has been proposed for an existing parking lot on High Point Drive.

A number of other applications—including those for a dog grooming facility, tree service business, hotel at Eastview Mall, and Timberview Estates subdivision—were deferred until future meetings for further deliberation.

Looking Ahead: Next Steps for Victor Planning Board

The Victor Planning Board has scheduled its next meeting for September 23, 2025. At this gathering, they are expected to finalize their SEQRA determination regarding the Norbut Solar Farm while continuing discussions surrounding pending applications aimed at enhancing Victor’s commercial landscape and sustainability initiatives.

This array of projects illustrates Victor’s commitment to balancing growth with ecological responsibility—an essential consideration in today’s development landscape. As these plans progress through various stages of approval and implementation, they hold promise not only for expanding local amenities but also for fostering sustainable practices within the community.
