The Department of Electricity and Energy (DEE) in South Africa has made significant strides in its renewable energy sector by selecting six solar photovoltaic (PV) projects with a total capacity of 1.29 gigawatts (GW) as preferred bidders in the seventh bid window (BW7) of the Renewable Energy Independent Power Producer Procurement Programme (REIPPPP). This bidding round, launched in December 2023, aimed to procure 5 GW of renewable power, comprising 3.2 GW from onshore wind and 1.8 GW from solar PV. Notably, while there were numerous proposals for solar projects—40 in total, amounting to 8,526 MW—only eight onshore wind projects totaling 1,692 MW participated, none of which advanced to the preferred-bidder stage.

Overview of Selected Solar PV Projects

The chosen solar PV projects are all situated within the Free State province and have secured competitive bidding prices ranging from ZAR499.99/MWh to ZAR514.06/MWh (approximately USD28.5-29.3/MWh). Among these projects, three are being developed by Scatec: Oslaagte Solar 2 and Oslaagte Solar 3, each at a capacity of 293 MW, alongside Leeuwspruit Solar with a capacity of 260 MW. Collectively known as the Kroonstad PV cluster, these initiatives represent a substantial investment with an estimated project cost of ZAR13 billion (around USD740 million).

The remaining three solar projects will be developed by a consortium consisting of Red Rocket South Africa, MBY Energy, and Jade-Sky Energy. These include Virginia 4 Solar Park at 210 MW, Florida Solar Park at 200 MW, and Dwaalboom 3 Solar project at 180 MW.

Contextualizing the BW7 Tender Process

The DEE’s BW7 tender is part of South Africa’s ongoing commitment to expanding its renewable energy portfolio in response to increasing energy demands and climate change challenges. This initiative allows independent power producers to contribute significantly to the country’s energy mix while promoting sustainable development practices.

Competitive Landscape

This round showcased an overwhelming interest in solar energy compared to onshore wind projects—evident from the high number of bids submitted for solar installations versus those for wind power. The DEE’s focus on integrating more renewable sources into its grid aligns with global trends towards sustainability and carbon neutrality.

Future Implications for Renewable Energy Development

The selection process underscores not only the potential for growth within South Africa’s renewable sector but also highlights strategic investments that can catalyze local economies through job creation and infrastructure development. The successful implementation of these solar PV projects could pave the way for future tenders focusing on innovative technologies such as energy storage or hybrid systems that combine multiple renewable sources.

Acknowledging Additional Preferred Bidders

In addition to announcing the six primary projects selected in this round, the DEE has indicated that eight more compliant bidders have been appointed pending negotiations focused on value for money assessments. This approach demonstrates a thorough vetting process that aims to ensure optimal pricing structures while maintaining project viability.

Conclusion: The Road Ahead for South Africa’s Renewable Sector

The awarding of contracts under BW7 signifies a crucial step toward enhancing South Africa’s renewable energy capacity and advancing its economic resilience through sustainable practices. As these projects come online over time, they will contribute significantly toward addressing both local electricity shortages and broader environmental goals.
