The Minnesota Legislature recently passed the Energy Infrastructure Permitting Act, a significant step towards streamlining clean energy projects in the state. This new legislation aims to revamp the permitting process for clean energy projects, with a focus on eliminating redundancies and optimizing rooftop solar permits. The ultimate goal is to support Minnesota’s ambitious target of achieving 100% carbon emissions-free energy by 2040.

Minnesota currently sources around 51% of its electricity from carbon-free energy sources. However, the outdated permitting process in the state has been a major hindrance to the approval of renewable energy projects. For instance, solar projects initiated in 2019 faced a delay of 249 days in obtaining permits compared to those started in 2015. On average, the duration of the permitting process is 250 days for small transmission lines, 358 days for wind farms, 378 days for solar farms, and a staggering 673 days for large transmission lines.

Significance of the Energy Infrastructure Permitting Act

The Energy Infrastructure Permitting Act introduces several key reforms aimed at expediting the clean energy permitting process in the state. It establishes clear and consistent timelines for permit reviews, eliminates delays and duplication, and mandates state agencies to identify and resolve issues early in the process. The Act also empowers the Public Utilities Commission (PUC) staff to determine application completeness, bypassing the need for full Commission review. Additionally, it streamlines the permitting process by integrating separate processes for renewables, storage, and small transmission lines into a unified procedure.

Jake Schwitzer, the executive director of North Star Policy Action, highlighted the urgent need for these reforms to accelerate the pace of clean energy project approvals. With the requirement to double the current approval rate to meet clean energy goals, the legislation aims to eliminate unnecessary delays and bureaucratic red tape in the permitting process. By doing so, Minnesota can create more job opportunities and bolster its clean energy sector.

Driving Innovation and Adoption

The Act also includes a $2 million incentive for local governments to adopt SolarAPP+, a tool developed by the federal government for automating rooftop residential solar permits. This initiative not only promotes the adoption of solar energy but also simplifies and speeds up the permitting process for residential solar installations. With these innovative measures, Minnesota is paving the way for a more efficient and sustainable clean energy future.
